Tiffany Budzinski, M.P.A., PMP
Our founder and president, Tiffany N. Budzinski has earned a Master’s in Public Policy & Administration (MPA) from the California State University Long Beach in 2012. She graduated with an honorable recognition of Magna Cum Laude and was initiated into the Honor Society of Phi Kappa Phi and Pi Alpha Alpha. Ms. Budzinski has 20 years of experience in developing business start-ups for private and non-profit sectors and over a decade of experience managing and designing a full-cycle government grant projects sponsored by federal, state, and local government including but not limited to the Health and Human Services (HHS), Centers for Disease Prevention and Control (CDC), Office of Minority Health, US Occupational Safety and Health (OSHA), US Environmental Protection Agency (EPA), US Department of Labor (USDOL), and California Department of Education. In 2021, she became certified as a Project Management Professional (PMP). She is also licensed as a Real Estate professional and an insurance agent to mitigate and manage risks. Budzinski was the recipient of the 2009 Environmental Justice Award and the Citizen Excellence in Community Involvement Award from the U.S.EPA.

Dr. Jiunn-Jye (JJ) Sheu, PhD
Dr. Sheu specializes in minority health, program planning and evaluation, and quantitative methodology focusing on the psychometric validation on survey instruments, program evaluation, and advanced statistical analysis such as structural equation modeling and longitudinal trends analysis. He is also a Professor of Public Health in the School of Population Health, University of Toledo. Dr. Sheu has more than 60 peer-refereed publications, made more than 130 professional conference presentations received/participated in multiple funded projects. Dr. Sheu was elected as the Chair of Health Communication Working Group (HCWG) and the Chair of Health Informatics Information Technology Section (HIIT) of American Public Health Association (APHA), a Commissioner of the National Commission for Health Education Credentialing (NCHEC), and served as PhD in Health Education Program Director and BS in Public Health Program Director. He is currently a REEP (Research and Evaluation Enhancement Program) Evaluator recognized by the Ohio Commission on Minority Health and a Fulbright Specialist sponsored by U.S. Department of State. Locally, he has been the Minority Health Program Evaluator of the Toledo-Lucas County Health Department since 2014. In 2013, he was also an evaluator for Lucas County Youth Development/Teen Pregnancy Prevention Programs funded by the Lucas County Department of Job & Family Services.
Dr. Ling Na, PhD,
Dr. Na provides research design, project conceptualization, statistical methodology, data analysis and scientific writing. Dr. Na She is also an Assistant Professor of Public Health in the School of Population Health at the University of Toledo. Dr. Na received her PhD from the University of Maryland, College Park, where she studied Communication, especially Health Communication, as a quantitative social scientist. She subsequently completed her postdoctoral training at the Center for Clinical Epidemiology and Biostatistics at the University of Pennsylvania, where she worked on NIH-funded research focusing on older adults with disabilities with Medicare data. Dr. Na is specialized in research work that employs quantitative methods from biostatistics to psychometrics, particularly structural equation modeling, factor analysis, multilevel modeling of longitudinal or nested data, survival analysis, and propensity score methods. She also published studies using mixed methods (content analysis and quantitative analysis). Dr. Na is an Associate Editor for BMC Health Services Research. Her research has appeared in medical and social science journals such as Social Science & Medicine, BMC Health Services Research, Physical Medicine and Rehabilitation (PM&R), Disability & Health Journal, American Journal of Physical Medicine and Rehabilitation, Journal of Health Communication: International Perspectives, Western Journal of Communication, and Health Communication.
